E-Tenders are invited for the supply of 43,000 kilograms of FAQ quality whole wheat, free from dust and foreign impurities, on a jail gate delivery basis for District Jail Faisalabad during the financial year 2026-27. The supply period is from 2026-08-04 to 2026-09-07. Procurement shall be conducted through the Punjab e-Procurement System (EPADS) using Single Stage-Two Envelope bidding procedure under Rule 38(2)(a) of the Punjab Procurement Rules. Only bidders registered with PPRA and EPADS including flour mills, contractors, firms, companies, wholesalers and suppliers are eligible to participate. The estimated procurement value is PKR 4,945,000 with bid security of PKR 100,000 in the form of original Call Deposit Receipt (CDR) in favour of the Superintendent, District Jail Faisalabad. Four sealed product samples conforming to the bidding specifications must also be submitted before the bid closing time. Electronic bids shall be submitted by 2026-08-03 at 11:00 AM and technical bids will be opened on the same day at 11:30 AM. Successful bidder shall execute the agreement within seven days of acceptance and furnish a performance guarantee equal to 5% of the contract value in the form of CDR, Bank Guarantee or Pay Order. Wheat shall be supplied in 50 kg plastic bags bearing the supplier's monogram. All laboratory testing charges, transportation, taxes and other delivery expenses shall be borne by the supplier. Blacklisted firms or brands are not eligible to participate.
