Construction of Futsal Court, Cricket Academy, Basketball and installation of sports lighting at BKSC; construction of Maneri Payan Playground; repair and rehabilitation of Tehsil Lahor Playground; repair and rehabilitation of Zaroobi Playground; repair and rehabilitation of Kaddi Sports Ground; and up-gradation of Pabeni Cricket Ground under the Swabi Area Development Project 2026-27 PK-50. The procurement follows the Single Stage Two Envelope procedure under Rule 12(2)(b) of the KPPRA Rules 2014. Estimated costs are Rs. 44.00 million, Rs. 40.00 million, Rs. 30.00 million, Rs. 15.00 million, Rs. 15.00 million and Rs. 6.00 million respectively. Required PEC categories are C5 and above for the first three works and C6 and above for the remaining works. Bid security is 2% of the estimated cost with stamp duty of Rs. 18,750 as stated. Technical and Financial Bids, CDR and applicable additional security or rate analysis must be submitted electronically through EPADS, while the CDR hard copy must reach the procuring office as prescribed. Bidders must quote electronically ABOVE, BELOW or AT PAR against the priced BOQ or Engineer Estimate based on MRS-2025 and NSI items, with only two decimal places considered. Eligible bidders require active PEC and KPRA registration, ATL status, relevant experience and specialization, and must have completed at least two similar projects during the last five years, each valued at not less than 70% of the engineer estimated cost. Joint ventures are not accepted. Bidders must demonstrate ownership or lease of key construction equipment including excavator, roller, compactor and concrete mixer relevant to playground works. Bids remain valid for 90 days and equal evaluated bids may be decided through open draw.
