E-bids are invited on a framework contract basis for the financial year 2026-27 through open competitive bidding on a lot-wise basis for the procurement of hot and cold items - office stationery - printing and publication services - advertisement services - computer stationery - miscellaneous and other Covid items - investigation and crime scene items - sports items - beds and boxes - tents and tarpaulins including repair - road safety items - repair of machinery and equipment - repair of furniture and fixtures - purchase of plant and machinery - purchase of furniture and fixtures - hardware - software - POL charges including lubricants and Mobil oil - transport repair items including batteries, tyres, air filters and oil filters. The estimated costs range from Rs. 1 million to Rs. 65 million depending upon the lot, with bid security of 3% of the estimated cost as specified for each lot. Procurement shall be conducted electronically through the Punjab E-Procurement System. Lot-wise bids shall comprise a single package containing technical and financial proposals inclusive of all taxes and must conform to the bidding documents. Original bid security in the form of CDR, Bank Guarantee, Demand Draft or Pay Order from a scheduled bank in favour of Regional Officer, CCD, Lahore must be submitted before the e-bid submission deadline. Successful bidders shall furnish performance guarantee up to 10% of the total contract value, refundable upon successful completion. The procurement process shall follow the Single Stage Two Envelope procedure, and technical samples or brochures for each item are mandatory for evaluation.
