District Secretariat Buildings External Works Construction Tender Notice
Description
Construction of District Secretariat Kolai Pallas Kohistan including external developmental works and main building works comprising the District Administration Block, Masjid and Guard Room. The re-tender shall be conducted through EPADS under the Single Stage Two Envelope procedure with separate Technical and Financial Bids. Eligible contractors must possess valid PEC and C&W Department registration, KPRA registration, NTN and Income Tax compliance, relevant experience, technical personnel, equipment capability, financial soundness, audit reports and managerial capacity. Bid security is 2% of the Engineer's Estimate, with additional security requirements for bids quoted more than 10% below the estimate. A non-refundable tender fee of 0.03% of the Engineer's Cost is required as a separate call deposit. Technical and Financial Bids must be submitted online through EPADS, while original Call Deposit and additional bid security must be submitted separately in clearly marked envelopes. Financial bids will be opened after approval of technical evaluation. A pre-bid meeting will be held on 09-09-2026 at 11:00 AM at the office of the Executive Engineer, C&W Division Kohistan Lower.
