Construction of the Children Hospital at Bahawalpur under ADP Scheme No. 247/2026-27, divided into two groups. Group 1 comprises construction of the inpatient block - a 50,000-gallon overhead reservoir - provision of a vertical turbine pump rated at 5 cubic feet per second including boring - lowering and pumping chamber - parking sheds - external development and MEPCO charges, with an estimated cost of PKR 2,767.589 million, bid security of PKR 138,379,450 and a completion period of 24 months. Group 2 comprises construction of the outpatient department block - emergency block - main lobby and link passage - service block - gas store - male and female doctors hostels - waiting area - boundary wall and gates, with an estimated cost of PKR 2,126.989 million, bid security of PKR 106,349,450 and a completion period of 24 months. Eligible contractors must be enlisted or renewed with Pakistan Engineering Council for financial year 2026-27 in the relevant category and specialization code and submit item-wise rates and total bid amounts against the approved DNIT and BOQ. Bidding will follow the Single Stage Single Envelope procedure under Rule 38(1) of the Punjab Procurement Rules 2014. Bids must be submitted electronically through the Punjab e-procurement system by 31 October 2026 at 11:00 AM. Quoted rates will be announced at 11:30 AM on the same date at the Commissioner Office, Bahawalpur Division, in the presence of participating contractors and the Tender Opening Committee. Bid security of 5% of the estimated cost must be deposited electronically through the prescribed PSID facility in favour of the Executive Engineer, Buildings Division No. 1, Bahawalpur. Physical CDRs are not accepted. The successful bidder must furnish a performance guarantee of 10% of the bid amount. Incomplete or corrupted electronic bids may be rejected, and the procuring agency reserves the right to reject bids under Rule 35.
