Turnkey Digital Telemedicine Ecosystem Tender Notice
Description
Hiring of a qualified service provider, JV or consortium for turnkey design, development, establishment, integration, deployment, commissioning, operation, maintenance and transfer of a Digital Telemedicine Ecosystem pilot phase. The scope includes a production-grade telemedicine platform with mobile and web applications, EMR and e-Prescription, teleconsultation through PM&DC-registered medical practitioners, 24/7 call-centre operations, 30 telemedicine kiosks, field-based telemedicine health workforce, pharmacy and medicine supply network, warehousing, cold-chain and last-mile delivery, rapid point-of-care diagnostics, ICT infrastructure, hosting, cybersecurity, disaster recovery, National Telemedicine Data Hub, Telemedicine Command Centre, public awareness and integration with disease surveillance and notified health information systems. The pilot covers Islamabad Capital Territory and Karachi under a CAPEX plus OPEX model and remains in force until 3,600,000 consultations or 30 June 2028, whichever occurs earlier. Open competitive bidding will follow the two-stage bidding procedure under Rule 36(c) of the Public Procurement Rules, 2004, with technical proposals at Stage-I and financial proposals from technically qualified bidders at Stage-II. Bidders must comply with the Standard Bidding Document, additional bidding documents, scope of work, technical specifications, BOQ, SLA/KPIs, prescribed forms and other procurement-specific documents uploaded on EPADS. Bid security is Rs.40,000,000 and bid validity is 180 days. The corrigendum was issued on September 10, 2026.
