Improvement And Rehabilitation Of Peshawar Sports Complex Tender Notice

Improvement and rehabilitation of Peshawar Sports Complex (Qayyum Stadium) under ADP No. 260513 (2026-27) with estimated cost of Rs. 250.00 million. Electronic bids are invited through EPADS under the Single Stage-Two Envelope procedure. Bidders must possess active and valid PEC registration in the relevant category, active KPRA registration and Active Taxpayer List status. Technical evaluation will follow the criteria in the bid solicitation documents. Bid security of 2% of the Engineer Estimate and additional security where applicable must be submitted in the name of the Director (Works), Directorate of Works & Implementation, Peshawar, with the CDR submitted in hard copy by the due date. Technical and Financial Bids, CDR and additional security or rate analysis where applicable must be uploaded through EPADS by 14 October 2026 at 11:00 AM, with the technical bid opening at 02:00 PM and financial opening after approval of the technical bid. Bidders must quote electronically ABOVE, BELOW or AT PAR based on MRS-2025 and NSI items, with only two decimal digits considered for evaluation. Bids are valid for 90 days. Bidders must have completed at least three specialized similar sports projects during the last five years and have three similar works in hand, each valued at not less than 70% of the Engineer Estimate. Joint Ventures are not accepted and ownership or lease of key construction equipment including excavator, roller, compactor and concrete mixer must be demonstrated. The procurement covers sports complex rehabilitation, stadium improvement, specialized sports works, civil construction, playground infrastructure and related rehabilitation works.
