Procurement of student uniforms for 205 enrolled students for winter season 2026 and summer season 2027, including boys' uniform items - white shirts with department monogram, Malatia gray pants, black belts, black shoes, black socks, navy blue woolen full-sleeve jerseys, navy blue woolen bubble caps, white vests or bunvans and navy blue ties with golden strips - and girls' uniform items - navy blue qameez or shirt with department monogram, white shalwar and dupatta, black shoes, black socks, maroon shawls, maroon full-sleeve jerseys and white slips or shameez. The tentative estimated procurement cost is Rs. 45,00,000 and bid security is 5% of the estimated procurement cost, i.e. Rs. 2,25,000, to be uploaded through the Punjab e-Procurement System in the prescribed form. Single stage double envelope mechanism applies under Rule 38(2)(a) of the Punjab Procurement Rules 2014 as amended up to 24-09-2025. Technical and financial proposals are to be uploaded through the Punjab e-Procurement System, with technical proposals opening at 10:00 AM on 20 October 2026 and financial proposals opening at 10:30 AM on 20 October 2026 subject to settlement of any technical grievance received within the prescribed time. Eligible bidders must have established technical, financial and managerial capabilities and be registered with the Federal Board of Revenue for Income Tax and Sales Tax; bidders must not be debarred or black-listed by PPRA or declared blacklisted by the procuring office. Bid security shall be in the form of bank guarantee, preferably, or CDR, addressed in favour of Headmistress Govt Secondary Special Education Centre Chishtian. Rates shall remain operative for the whole financial year 2026-27, include all applicable taxes and be quoted in Pak Rupees. Individual student measurements and sizing will be taken by the successful bidder, and uniform shall be supplied in packets tagged with student name and class on free delivery to consignee's end basis. A performance or bank guarantee of 10% of the contract amount is required before issuance of supply order. Bid validity is 90 days from opening of bids. Late delivery charges apply for delayed supply, defective items must be replaced, and the procuring agency may vary quantities according to enrolled student strength and budget availability. The successful supplier bears testing charges for winter and summer consignments; supplies failing prescribed specifications will not be accepted or paid for. Payment will be made through District Accounts Office Bahawalnagar. Bidding documents are available free of cost on the PPRA Punjab website and Punjab e-Procurement System.
