Procurement of uniform items for special students at Government Deaf and Defective Hearing High School, Chakwal, for financial year 2026-27. The estimated procurement cost is PKR 1.5 million, with refundable bid security of PKR 45,000, equivalent to 3% of the estimated cost. Eligible financially sound firms must be registered for income tax and general sales tax. The procurement will be conducted through the e-Pak Acquisition and Disposal System (e-PADS) under the Single Stage Two Envelope procedure pursuant to Rule 38(2)(a) of the Punjab Procurement Rules, 2014. Complete tender documents and supporting documents must be uploaded through the electronic procurement system. Bids must be submitted by 11:00 AM on 26 October 2026 and will be opened at 11:30 AM on the same date in the office of the Principal. Rates must include all applicable taxes. Firms must provide an affidavit confirming that they have not been blacklisted or debarred by the school or PPRA. Incomplete tender forms, forms containing overwriting or cutting, forms lacking required stamps or signatures, bids without bid security and late bids will not be entertained. Bid security must be submitted as a refundable CDR in favour of the Principal. The successful bidder must furnish a refundable performance guarantee of 7% by CDR before award of contract or issuance of the supply order. The successful bidder must deliver the uniforms to the school within 30 days at its own expense, and late-delivery charges will be deducted according to the applicable rules. Uniform samples must comply with specifications notified by the Punjab Special Education Department. Bidders must submit samples, an authentic laboratory report, a copy of the technical bid uploaded on the electronic system and the original CDR at the time of bid opening. Bids lacking laboratory reports may be rejected, and the procuring agency may arrange testing during or after supply at the supplier’s expense. The procuring agency reserves the right to reject bids under Rule 35 of the Punjab Procurement Rules, 2014.
