Description

Rehabilitation and improvement of the sewerage and existing drainage system from Library Chowk to Khatam-e-Nabouat Chowk, Bahawalpur. The estimated DNIT cost is PKR 63,120,000 and earnest money is PKR 3,156,000, equivalent to 5% of the estimated cost. The scheduled completion period is from the award or commencement period specified in the bidding documents through 31 March 2027. Eligible engineering firms and contractors must hold a valid Pakistan Engineering Council licence renewed for financial year 2026-2027 in the relevant category and codes and be registered on the Punjab e-Procurement System. Bid security must be deposited digitally through the prescribed online payment facility using a Payment Slip ID linked with Bank of Punjab in favour of the Director Finance, WASA Bahawalpur. Physical CDRs, pay orders and demand drafts will not be accepted. The lowest evaluated bidder must provide quality-assurance or performance security equal to 10% of the contract amount within 15 days of issuance of the letter by the Deputy Director (Engineering), through the same electronic payment system. The security must remain valid for six months beyond the completion period or any extension. Financial proposals must quote item rates, item totals and the grand total; item rates will govern evaluation in case of mathematical discrepancies. Percentage-based quotations above or below the estimated or DNIT cost will be treated as non-responsive. Bidders may attend the designated office for downloading bids and announcement of quoted rates in the presence of the Tender Opening Committee. Submission of fake information or documents may lead to disqualification and disciplinary proceedings. The procuring agency may reject all bids before acceptance under Clause 35 of the Punjab Procurement Rules.
