Procurement of repair and maintenance services under a framework contract for financial year 2026-2027, including repair of machinery and equipment - repair of furniture and fixtures - repair of hardware and equipment - repair of transport including purchase of tyres, batteries, spare parts and filters - installation of comp software - building repairs and renovation. The estimated cost is PKR 11,000,000, with item-wise bid security of 1% of the estimated cost: PKR 10,000 for each of the first three categories, PKR 60,000 for transport, and PKR 10,000 each for software installation and building renovation. Bidders must be firms, companies, suppliers, manufacturers or authorized agents, dealers or distributors engaged in trading and registered with relevant registration authorities and tax departments, including Income Tax, Sales Tax and Punjab Sales Tax authorities. Each item-wise e-bid must comprise a single package containing technical and financial bids inclusive of all taxes, submitted electronically through the e-procurement system under the single-stage, two-envelope procedure. Technical samples or brochures are mandatory and will be evaluated. Original bid security in the form of CDR, bank guarantee, demand draft or pay order issued by a scheduled bank in favour of the SP PHP Rawalpindi Region must be submitted in a clearly marked envelope before the electronic submission deadline. Income Tax and Sales Tax registration certificates and other documents specified in the bidding documents must accompany technical bids. Bids will be opened in the presence of bidders or their representatives. Successful bidders must furnish a performance guarantee of 2% of the total contract value as a deposit at call in the name of the SP PHP Rawalpindi; it will be refunded upon successful completion of the contract. Bid validity extends until 30 June 2027. Repeat orders shall not exceed 15% of the original procurement. Late bidders will not be allowed. Electronic bidding documents containing terms, conditions, requirements and specifications are available free of cost through the PPRA website and e-procurement portal. In case of technical difficulties with online submission, sealed hard copies of technical and financial bids may be submitted to the office before the deadline in accordance with the stated procurement rules. Taxes will be deducted under government rules. The procuring agency reserves the right to reject all bids before acceptance and shall communicate grounds for rejection upon request without being required to justify them. In case of a public holiday or other stated reason, receipt and opening will take place on the next working day.
