Framework contract for provision of human resources for security services and janitorial services at Drugs Testing Laboratory Rawalpindi. Security services bids close on 2 November 2026 at 2:00 PM and open at 2:30 PM. Janitorial services bids close on 2 November 2026 at 2:30 PM and open at 3:00 PM. Procurement of miscellaneous accessories required for high-tech equipment under a framework contract closes on 5 November 2026 at 2:00 PM and opens at 2:30 PM. Procurement of HPLC solvents under a framework contract closes on 7 November 2026 at 2:00 PM and opens at 2:30 PM. Procurement of chemicals and laboratory items under a framework contract closes on 10 November 2026 at 2:00 PM and opens at 2:30 PM. Procurement of biological reagents, laboratory items and accessories closes on 16 November 2026 at 2:00 PM and opens at 2:30 PM. Bidding will follow open competitive procurement under the Single Stage Two Envelope procedure in accordance with Rule 38(2)(a) of Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024. Registered suppliers, firms, companies and distributors with appropriate technical, financial and managerial capabilities must submit technical and financial bids electronically through the Punjab e-Procurement portal on a DDP basis according to the specifications in the bidding documents. Bid security in the required amount must be submitted online through PSID in the name of the Director, Drugs Testing Laboratory Rawalpindi; physical instruments are not accepted. No hard-copy bid submission is required. Bidding documents are available free of cost through the electronic procurement portal and PPRA website. A pre-bid meeting will be held as specified in the relevant bidding documents. Bids will be opened at the laboratory conference room in the presence of bidders or authorized representatives who choose to attend. If an opening date falls on a public holiday or non-working day, the next working day will apply. Goods and services will be delivered or inspected at the laboratory premises.
