Framework contracts for financial year 2026-2027 covering eight lots: local purchase of medicines, surgical and disposable items including personal protective equipment (PPE), estimated PKR 7.5 million; X-ray films and chemicals, PKR 4.5 million; dialysis unit items, PKR 5 million; general store and miscellaneous items, IT equipment, linen and electrical items, PKR 15 million; medical gases, PKR 4 million; laboratory and blood bank items, PKR 4.5 million; stationery items, PKR 4 million; and dental materials and hardware for orthopedic surgery, PKR 4 million. Bid security is 3% of the estimated cost for each lot, and tender fees are exempted. Eligible original manufacturers, sole distributors, authorized dealers and experienced firms must be registered with Income Tax and Sales Tax authorities and provide NTN and Sales Tax registration certificates. Open competitive bidding follows the Single Stage Two Envelope procedure under Punjab Procurement Rules 2014, as amended. Bids must include item-wise rates for the relevant lots, with separate bids based on maximum discounts from manufacturers' retail prices fixed by DRAP for medicines of multinational companies, medicines of national companies, and surgical and disposable items including PPE. Discounts for surgical and disposable items must follow the indicative rates issued by the Director General, Directorate of Drugs Control, Punjab Health and Population Department. Local medicine purchases will follow the Local Purchase Policy 2026 dated 2026-06-11. Bid securities must be provided as bank guarantees, CDRs, pay orders or demand drafts from scheduled banks in Pakistan, according to e-Procurement guidelines. Bids close on 2026-10-30 at 11:00 AM and open at 11:30 AM the same day through the e-Procurement portal in the presence of bidders or authorized representatives. Prices must be quoted exclusive of taxes, which will be deducted according to applicable government rules. Bidders must submit their best and final prices because negotiations will not be conducted.
