Description

Reconstruction, rehabilitation and widening of the Bituminous Tar (BT) roads in Kohat Division under the Annual Development Programme for 2026-27, including reconstruction and rehabilitation of Sheikhan Road, District Kohat. The estimated cost is PKR 65.807 million, bid security is PKR 1,356,140, and the bidding entry fee including stamp duty is PKR 19,750. Eligible contractors must be registered with Pakistan Engineering Council in category C-4 or above and comply with Khyber Pakhtunkhwa procurement requirements. Bidding follows the Single Stage Two Envelope procedure through the E-PADS system under KPPRA Procurement Rules 2014. Bidders must remit the non-refundable bidding entry fee equal to 0.03% of tender cost. Technical and financial proposals must be uploaded electronically, while original bid security instruments and required original documents must be submitted to the Executive Engineer, C&W Highway Division Kohat through courier two to three days before closing. The technical bid must include an affidavit confirming that bid security and any additional security are placed in the financial bid. Only call deposits from scheduled banks are accepted; pay orders and bank drafts are not accepted. Bidders must be active taxpayers registered with KPRA and PEC, and must not be blacklisted, debarred or involved in disqualifying litigation. A pre-bid meeting is scheduled for 2026-10-26. Bids close on 2026-10-28 at 12:00 PM, with technical bid opening at 12:30 PM. Financial bid opening will be announced after approval of the technical bid by the competent authority.
