Framework contract for one year for the supply of medicines, medical consumables and specialised surgical implants and fixators for maxillofacial surgery, orthopaedic surgery, neurosurgery and general surgery under the Balochistan Health Card Program for financial year 2026–2027. Eligible medical stores, firms and suppliers must be registered with the income tax and sales tax authorities, listed on the Federal Board of Revenue Active Taxpayer List and registered with the Balochistan Revenue Authority where applicable. Bidders must hold valid licences or registrations from the Health Department or other relevant authorities for the proposed supplies, demonstrate annual financial capacity of at least PKR 10,000,000 and provide a bank-manager-verified turnover certificate. All supplied medicines and regulated products must be registered with the Drug Regulatory Authority of Pakistan; non-compliant products will not be accepted. Items must have at least 70–80% of their shelf life remaining at the time of supply, and products approaching expiry must be replaced with fresh stock upon notification. Supplies will be made according to departmental requirements and purchase orders authorised by the relevant surgeons or heads of department, including urgent requirements where necessary. Prices must not exceed the maximum retail price. Bidders must submit non-blacklisting and acceptance-of-terms undertakings on the prescribed judicial stamp paper. Quotations will be assessed using a two-stage, two-envelope procedure, and the designated procurement committee will issue the final work order after financial evaluation. Monthly itemised statements of medicines, surgical items and consumables must be submitted. Payments will be made by direct bank transfer within 120 days after completion of supply, subject to documentation and Fund Utilisation Committee approval. The procuring agency may cancel the process or extend the submission period as required.
