500kv Double Circuit Transmission Line Project Tender Notice

National Grid Company of Pakistan Limited invites international competitive bids for design, manufacture, supply, installation, testing and commissioning of 500 kV double-circuit quad-bundle transmission lines under the Asian Development Bank-financed Second Power Transmission Strengthening Project. The turnkey works cover looping in and out of the 500 kV Ghazi Barotha–Rawat single-circuit transmission line at Faisalabad West Substation, approximately 280 km, and looping in and out of both circuits at Islamabad West Grid Station, approximately 6+6 km. Bidding follows the Asian Development Bank Single Stage Two Envelope procedure and is open to bidders from eligible source countries. Key qualifications include participation in at least one substantially completed contract with the bidder’s participation exceeding USD 100.5 million during the specified period, together with experience in high-voltage transmission-line survey, subsoil investigation, tower foundations, tower erection, bundled-line stringing, testing and commissioning. A pre-bid meeting is scheduled for 11:00 AM on 29 October 2026 at the procurement office in Lahore. Bids, accompanied by bid security as prescribed in the bidding documents, must be delivered by 11:00 AM Pakistan Standard Time on 10 December 2026. Technical bids will open at 11:30 AM the same day, while financial bids will remain sealed until technical evaluation is completed; financial bids of technically non-responsive or unqualified bidders will be returned unopened. The bidding documents in English require a non-refundable fee of PKR 5,000 or equivalent in USD, payable by cashier’s cheque, pay order or demand draft in favour of Chief Engineer (Material Procurement & Management), NGC. Domestic preference under the ADB scheme will apply as specified in the documents.
