Estimated package costs range from Rs. 1.5 million to Rs. 304.8 million. Bid security of 2% of the estimated cost is required for each package in the form of CDR, demand draft, pay order, or bank guarantee with 100% encashment warranty, in favour of the Medical Superintendent; conditional bank guarantees are not acceptable. A copy of bid security must accompany the technical e-bid, and the original security with confirmatory bank correspondence must reach the Medical Superintendent Office before technical bid opening. Bidding follows the single-stage, two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014, as amended. Bidders will be evaluated against the technical criteria in the bidding documents, and only technically responsive bidders will proceed. Separate e-bids must be submitted for each lot or package through the e-procurement system. Bids received after the deadline will not be entertained.
