Construction of a plain cement concrete (PCC) sullage carrier and laying of a 12-inch-diameter reinforced cement concrete (RCC) sewer near Masjid Pir Shahani Jadeed in Mohallah Chishtian, Chakwal city. The estimated cost is Rs. 1,595,823, with bid security of Rs. 79,791, equivalent to 5% of the estimated cost. Eligible contractors must be registered on the Punjab e-Procurement System for the 2026-27 financial year and participate at the applicable MRS 2nd Biannual 2026 rates for the period from 1 July 2026 to 31 December 2026, covering District Chakwal, Talagang and non-scheduled items as stated in the notice. The single-stage, single-envelope bidding procedure under the Punjab Procurement Rules 2014 applies. Bidding documents are available free of cost through the Punjab e-Procurement System and must be submitted electronically by 10 November 2026 at 12:30 PM. Bid security must also be submitted through the e-Procurement System by the deadline, failing which the bid will be treated as non-responsive. Bids will be opened electronically on the same day at 1:00 PM at the WASA Chakwal office in the presence of bidders or their representatives. Bid security will be returned after completion of the evaluation process. Additional performance security may be required under the Punjab Local Government (Works) Rules 2017 where the lowest tendered rates fall within the specified range below the estimated cost, at rates ranging from 5% to 10% as applicable. The bid security will be released after the successful bidder accepts the Letter of Intent and submits the performance guarantee through the e-Procurement portal. Quoted rates must be item-wise and clearly readable; incomplete, ambiguous, unsigned, unstamped, corrupted, virus-infected and conditional bids will be rejected. The successful contractor must execute the agreement on government-prescribed stamp paper within seven days of the acceptance letter before issuance of the work order. Submission of fake or forged documents may result in disqualification and blacklisting. The procuring agency reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules 2014. If the closing date falls on an official holiday, the next working day will apply.
