Two procurement works under Punjab Highways Department, Road Construction Division Faisalabad: Lot 1 - Rehabilitation and improvement of a carpet road from Faisalabad-Jaranwala Road to Faisalabad-Sheikhupura Road along the lower canal on the right side, with a length of 6.10 kilometres, estimated cost PKR 189.779 million, earnest money PKR 9.489 million and completion period six months; Lot 2 - Supply of information technology equipment for the office of the Executive Engineer, Road Construction Division Faisalabad, estimated cost PKR 1.367 million, earnest money PKR 0.069 million and completion period 15 days. Contractors must hold valid Pakistan Engineering Council registration in the relevant category and a renewed PEC licence for Financial Year 2026-27. Bid security equal to 5% of the estimated cost must be submitted digitally through the Punjab e-Procurement System linked with the Bank of Punjab in favour of the Executive Engineer, Road Construction Division Faisalabad; physical CDRs, pay orders and demand drafts are not accepted. The lowest evaluated bidder must submit performance security equal to 10% of the contract amount through the digital system within 15 days of receiving the offer letter. Financial bids must quote unit rates for each item, item amounts and the grand total; where arithmetic totals differ, the quoted item rate shall govern evaluation. Percentage-based bids above or below the estimated or DNIT cost are not accepted. Bidders may attend the office of the Commissioner, Faisalabad Division, on 7 November 2026 at 10:00 AM for downloading and announcement of responsive bids. Fake information or documents, including CDRs and PEC licences, may result in disqualification and disciplinary proceedings. The procuring agency may reject all bids before acceptance under Clause 35 of the Punjab Procurement Rules. Rigid pavement must be laid using a concrete batching plant and concrete paving machine, while TST, DST and surfacing works must use mechanized systems. Credit for old materials shall be adjusted manually during evaluation. Claims for completed work must be submitted electronically and processed through the Digital Measurement Book. No price-variation cost overrun is admissible under Clause 55 of the contract agreement.
