Framework contract for procurement of Pharmaceutical Reference Standards for financial year 2026-27 by Drugs Testing Laboratory Punjab, Bahawalpur. The estimated procurement cost is PKR 4,999,850. Bid security equivalent to 2% of the estimated amount of each quoted lot or package must be submitted separately through Punjab e-Procurement System. Bids are invited from registered vendors, suppliers, firms, companies and distributors possessing established technical, financial and managerial capabilities. Delivery terms are DDP. Bidding documents are available free of cost through Punjab e-Procurement System and PPRA website. The procurement will be conducted through Open Competitive Bidding under the Single Stage-Two Envelope procedure in accordance with Rule 38(2)(a) of Punjab Procurement Rules 2014, as amended, and Punjab Procurement Regulations 2024. Technical and financial bids must be submitted exclusively through Punjab e-Procurement System. Only electronic bids submitted through the prescribed portal will be accepted. Bid security must be deposited digitally before the bid submission deadline. Bid validity shall be 180 days from the date of bid opening. Evaluation will be conducted lot-wise and the contract will be awarded to the lowest evaluated bidder. Bids must be submitted by 16 November 2026 at 10:00 AM and will be opened on the same day at 10:30 AM. Bidders are responsible for timely uploading and successful electronic submission of their bids. The procuring agency will not be responsible for delays or technical difficulties encountered during electronic submission.
