Rehabilitation of Labour Colony Sargodha comprising three construction packages: Package A includes overhead water tank (OHWT), tubewell and tubewell chamber with estimated cost of Rs.220,147,516 and bid security of Rs.11,007,376; Package B includes water supply network, sewerage network, disposal system and forcemain with estimated cost of Rs.157,668,068 and bid security of Rs.7,883,403; Package C includes road works, road lighting, steel gate and boundary wall with estimated cost of Rs.219,441,413 and bid security of Rs.10,972,071. Bidding shall follow the PPRA Single Stage Two Envelope Procedure through e-PADS 2.0. Technical and financial bids, including CDR or bank guarantee equivalent to 5% of estimated package cost, must be submitted electronically as PDF files. Technical bids will be opened on 23 November 2026 at 11:30 AM through e-PADS 2.0. Eligible firms and contractors must have e-PADS 2.0 registration, valid PEC registration in the relevant category or above with applicable specialization codes, active filer NTN and PNTN. Required documents include firm ownership and establishment proof, partnership deed or company incorporation documents, staff credentials, machinery and equipment ownership records, completed and ongoing project details, PEC registration, three years audit reports, working capital and bank credit line evidence, income tax records, PRA registration, non-blacklisting affidavit on Rs.100 stamp paper attested by a Notary Public or Oath Commissioner and litigation details. Certified award letters and completion or performance certificates must support project experience. Bidders must provide details of completed projects during the last three years and ongoing projects through prescribed proformas. Corrupt, unreadable or virus-infected electronic bids shall be rejected under Regulation 8(4) of Punjab Procurement Regulations 2024. The successful bidder must furnish a 10% performance guarantee in the form of bank guarantee and execute the formal contract within 15 days of issuance of notification of award or Letter of Intent. Conditional bids and manual or postal submissions are not accepted. Procurement shall follow PPRA Rules 2014 and Punjab Procurement Regulations 2024, and the procuring agency reserves the right to reject all bids under Rule 35.
