Construction of External Development Works at the New Campus of Government College University Lahore at KSK under Lot 1, with an estimated cost of Rs.196,669,984, earnest money of Rs.3,933,400, PEC category C-4 or above and required specialization codes CE-01, CE09, CE10, ME02, EE01, EE11 and EE-04, with a completion period of 14 months. Lot 2 comprises construction of the Student Hostel and completion of remaining works of the Tower Complex at the New Campus of Government College University Lahore at KSK, with an estimated cost of Rs.475,750,550, earnest money of Rs.9,515,011, PEC category C-3 or above and specialization codes CE-01, CE09, CE10, ME02, EE01, EE11 and EE-04, with a completion period of 18 months. Bidding is conducted lot-wise through the Punjab E-Procurement System under the Single Stage Two Envelope Procedure. Eligible engineering firms and contractors must possess valid and verifiable PEC registration for Financial Year 2026-27 in the relevant category and specialization codes, NTN, STRN, PRA registration and Professional Tax Certificates, with active tax filer status, and must be registered on the E-Procurement System. Technical and financial bidding documents are available online with publication of the notice. Contractors must prepare technical proposals according to the prescribed technical evaluation criteria and quote financial rates and amounts in accordance with the respective Bills of Quantities (BOQ). Both technical and financial proposals must be uploaded as PDF files through the E-Procurement System. A signed and stamped hard copy of the uploaded technical proposal, clearly identifying the firm and assignment, must also be delivered to the designated office before the submission deadline. Bid security must be deposited electronically through the E-Procurement System and its receipt attached with the technical bid. Technical proposals will be opened on 17 November 2026 at 11:30 AM. Financial proposals of technically responsive bidders will be opened after announcement of technical evaluation results. Corrupt or unreadable electronic bids shall be rejected under applicable PPRA rules. Conditional bids will not be accepted. Contractors are responsible for applicable taxes. All other conditions shall follow PPRA Rules 2014, as amended. The procuring agency reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules 2014.
