Description

Procurement and hiring of services for the Operational Plan for Repatriation of Illegal Afghan Citizens and POR Card Holders in District Faisalabad, divided into four lots. Lot 1 covers surveillance and security equipment, including installation of CCTV cameras, walkthrough gates, razor wire and metal detectors, with an estimated cost of Rs.5,000,000 and bid security of Rs.150,000. Lot 2 covers vehicles for transportation from Faisalabad to Torkham Border, estimated at Rs.10,000,000 with bid security of Rs.300,000. Lot 3 covers food items including meal boxes, breakfast, lunch, dinner, drinking water, juice, chips, biscuits, cupcakes, chocolate, Cerelac and milk, estimated at Rs.7,500,000 with bid security of Rs.225,000. Lot 4 covers tentage with complete job, generator, bedding, tables and chairs, estimated at Rs.5,000,000 with bid security of Rs.150,000. Procurement shall be conducted under the Single Stage Single Envelope procedure in accordance with the Punjab Procurement Rules 2014, as amended. Interested bidders may participate in one or more lots, but must submit a separate bid and prescribed bid security for each lot. Eligible bidders include reputable firms, authorized dealers and service providers registered with FBR for income tax and sales tax, Punjab Revenue Authority, Punjab e-Procurement System and other relevant regulatory or professional bodies, with relevant technical experience, financial capacity and experience of similar works or services for government or semi-government organizations. Bidding documents containing specifications, eligibility, terms and evaluation criteria are available free of cost through the Punjab e-Procurement System and PPRA website. Bids must be quoted in Pakistani Rupees inclusive of applicable taxes and submitted electronically by 18 November 2026 at 11:00 AM. Bids will be opened on the same date at 01:00 PM by the Tender Opening Committee at the office of the Additional Deputy Commissioner (Social Services), Faisalabad, in the presence of bidders or authorized representatives. Manual bids will not be accepted. Refundable bid security equivalent to 3% of each lot estimate must be deposited through the digital banking facility of the e-Procurement System by generating a PSID in favour of the Additional Deputy Commissioner (Social Services), Faisalabad, and uploaded with the bid. Bid security of unsuccessful bidders will be released after completion of the procurement process and issuance of work orders. Successful bidders must furnish a performance guarantee of 5% of the contract value through the electronic procurement system within the prescribed time after issuance of the Letter of Acceptance, remaining valid until completion of the contract. Contract award will be made to the lowest evaluated responsive bidder under the PPRA Rules. Quantities may increase or decrease according to actual requirements. Bidders must submit a stamp-paper affidavit confirming that they have not been blacklisted by any government department, autonomous body, district administration or PPRA. False documents or information may result in disqualification and legal proceedings. Applicable government taxes will be deducted at source. The procuring agency reserves the right to reject any or all bids under Rule 35 of the Punjab Procurement Rules 2014.
