Framework Contract For Medicines And Surgical Disposables Tender Notice

Tehsil Head Quarters Thal (MNS) Hospital Layyah invites sealed bids from eligible and experienced Income Tax, General Sales Tax and Punjab Sales Tax registered partnerships, proprietors, firms and companies for a framework contract for procurement of local purchase medicines on a day-to-day basis and surgical disposable items, including medicines and surgical disposables for the Sehat Sahulat Program or Universal Health Insurance, for Financial Year 2026-27. Separate bidding will be conducted for each lot under open competitive bidding using the Single Stage Two Envelope procedure prescribed by Punjab Procurement Rules 2014, as amended. Bid security is 2% of the estimated cost. Interested eligible bidders may obtain bidding documents and further information from the office of the Medical Superintendent during working hours or download them from the E-PADS website. Bidding documents will be available until 23 November 2026 at 10:00 AM. Sealed bids must be delivered to the office of the Medical Superintendent, THQ Thal (MNS) Hospital Layyah, by 23 November 2026 at 10:00 AM, accompanied by bid security in the form of CDR or bank guarantee issued by a scheduled bank in Pakistan in favour of MS THQ Thal (MNS) Hospital Layyah. Bidders must also submit a security bond or e-stamp paper worth Rs. 100, attested by an oath commissioner, confirming compliance with the tender rules and that they are not currently involved in legal proceedings against any government institution. Failure to provide the affidavit will result in technical disqualification or rejection. Bids will be opened on the same date at 10:30 AM in the office of the Medical Superintendent in the presence of bidders'' representatives. Bidders must quote their best and final prices inclusive of all taxes, duties and levies, as negotiations are not expected. Taxes will be deducted according to applicable government rules. NTN, Sales Tax registration certificate and other documents specified in the bidding documents must be provided. The response period will be calculated exclusively from publication of the advertisement on the PPRA website.
