Hiring services of outsourced firm third party to provide resources ALM for Attock Circle IESCO under RFP HRM NO. 02 2026 as non consultancy services - Requirement includes provision of 382 unskilled ALM resources on need basis for Attock Circle - Procurement shall be conducted through E-PADS v2.0 using Single Stage Two Envelope Procedure under Open Competitive Bidding adopting Quality and Cost Based Selection QCBS technique in line with Public Procurement Rules 2025 - Bid security amounting to PKR 600000 in shape of Pay Order Bankers Cheque Call Deposit or Bid Securing Declaration in favor of CEO IESCO valid for 210 days including 28 days beyond bid validity is mandatory - Bid validity shall remain for 180 days - Eligible bidders must possess NTN GST PST Income Tax registration active taxpayer status EOBI Social Security and Insurance Company registration - Joint venture agreement is mandatory where applicable - Bidder must demonstrate positive net worth and no active pending litigation blacklisting or stay order - E-bidding documents are available on E-PADS - E-bids must be submitted through E-PADS v2.0 by 21-05-2026 before 11:00 AM and shall be opened on same day at 11:30 AM - Pre-bid meeting shall be held on 11-05-2026 at 11:00 AM - Manual or conditional bids shall not be entertained - Original bid security and affidavits shall be provided on bid opening date - Procuring agency reserves right to accept or reject proposals under PPRA Rule 33(1).
