Framework contract on an item-wise basis for the supply of laboratory kits and chemical items for the financial year 2026-27. Procurement shall be conducted through the Punjab e-Procurement System using Single Stage Two Envelope bidding procedure. Electronic bids shall be submitted through EPADS. Technical bids will be opened at 09:00 a.m. on the opening date. Registered firms shall submit original bid security equal to 2% of the total quoted bid before technical bid opening. Laboratory kits including blood bags, blood grouping kits, screening devices and kits for HIV, HCV, HBsAg, VDRL and Malaria shall comply with DRAP registration and WHO, UNICEF or DRAP approval where applicable. Laboratory chemicals shall be Clinical Diagnostic Grade or Analytical Reagent Grade. Products shall be from registered and experienced manufacturers, seal packed, freshly manufactured and have at least eighteen months remaining shelf life. Cold chain items shall be supplied under appropriate temperature control. Certificate of Analysis, quality control certificates, batch numbers and expiry dates shall accompany supplies. The procuring agency may reject substandard supplies or withhold payment. CBC machine RFID upgradation shall be the responsibility of the supplier. Prices shall be inclusive of applicable taxes and bidders shall provide the required registrations, experience, tax returns, bank statements, staff details and other prescribed documents.
