Outsourced Laboratory Testing Services Tender Notice
Description
Procurement of outsourced laboratory testing services under a framework contract for the year 2026-27. The selected laboratory shall provide diagnostic laboratory tests with timely reporting within 24 to 48 hours, hard copy and/or online access to reports, reports signed by the responsible pathologist with valid PMDC/PMC registration, proper chain of custody and cold chain handling for samples, and an attached list of laboratory tests with quoted rates. The procurement shall be conducted under the Single Stage Two Envelope Procedure in accordance with Punjab Procurement Rules 2014. Eligible bidders must be registered with the Punjab Healthcare Commission and other relevant government authorities, possess ISO 15189 certification or an equivalent standard where available, have experience of providing laboratory services to at least two hospitals or institutions, and submit company profile, registration certificates, NTN, GST, tax returns, three years of supply experience, three years of bank statements, staff details, machinery list if available and proof of social security contributions for at least two workers during the previous year. Technical and financial bids shall be uploaded through the E-Procurement System (EPS). An original CDR equal to 2% of the total quoted bid must reach the office before technical bid opening. Bid prices shall include all applicable taxes.
