Description

Procurement through six framework contracts covering human resource for security services - human resource for janitorial services - miscellaneous accessories required for high-tech equipment - high-performance liquid chromatography solvents - chemicals and laboratory items - biological reagents, laboratory items and accessories. Bids are invited from registered suppliers, firms, companies and distributors on the Punjab e-procurement portal with established technical, financial and managerial capabilities, on DDP basis according to the standard bidding document specifications. Bidding will follow open competitive bidding under the single-stage, two-envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules, 2014, as amended, and the Punjab Procurement Regulations, 2024. Bidding documents are available free of cost through the Punjab e-procurement portal and PPRA Punjab website. Bidders must submit technical bids with qualification documents and financial bids electronically before the applicable closing deadline; hard copies are not required. Bid security in the prescribed amount must be submitted electronically through the portal using a PSID in the name of the Director, Drugs Testing Laboratory Rawalpindi; physical financial instruments will not be accepted. Bids will be opened on the respective closing dates at the advertised times in the presence of bidders or their representatives. A pre-bid meeting will be held at the Director office according to the date and time specified in the relevant bidding documents, subject to written queries received from bidders. Deliveries and inspections will take place at the laboratory premises. If an opening date is declared a public holiday or non-working day, the next official working day will apply, with the same time and venue.
