Procurement through framework contracts covering Hot and Cold items - POL purchase of lubricants - Stationery items - Printing and Publication items - Cost of Other Store items - Computer Stationery items - Other Store Items A03970 - Sports Items - Bed and Boxes items - Tent and Tarpal items - Road Safety Campaign items - Computer Hardware items - Software items - IT Equipment items - Plant and Machinery - Furniture and Fixture - Other Items A09899 - Transport for repair of police vehicles and purchase of tyres tubes batteries spare parts filters and related items - Repair of Machinery and Equipment - Repair of Furniture and Fixture. The total estimated cost stated in the notice is 44.6 million, with individual estimated costs stated where available. Rates shall be inclusive of GST/PST and valid up to 30.06.2027. Eligible bidders must be financially sound, have previous relevant experience, be registered with Income Tax, Sales Tax and Punjab Sales Tax authorities, and have relevant government department or approved agency registration where applicable. Bids shall be submitted electronically through EPADS/e-Procurement Punjab using the Single Stage-Two Envelope procedure under Rule 38(2) of the Punjab Procurement Rules 2014. Technical and financial bids shall be submitted as required, and demanded samples with specifications or brochures must be provided at the opening of technical bids, failing which the bid may be rejected. Bids shall be opened at 11:30 P.M. in the presence of bidders or their representatives. Bid security of 2% of the estimated price shall be submitted through CDR Bank Draft or Bankers Cheque from a scheduled bank, while the successful lowest bidder shall furnish a performance guarantee equal to 10% of the total contract value. A performance certificate on Rs.100 stamp paper confirming that the firm is not a defaulter disqualified or blacklisted and is not involved in a criminal case or convicted is required. Bidding documents containing terms conditions specifications and technical evaluation criteria are available free of cost through the electronic procurement system. In case of a public holiday, receiving and opening shall take place on the next working day. The procuring authority reserves the right to reject all bids or proposals under Rule 35 of the PPRA Rules 2014.
