Description

Framework contract procurement for financial year 2026-2027 by Counter Terrorism Department Bahawalnagar through open competitive item-wise bidding. The procurement covers hiring of services and purchase of items including Hot & Cold, POL charges and lubricants, stationery, electronic communication, payments to others for services rendered, computer stationery, dietary items and lunch boxes for Muharram and Chehlum duties, other miscellaneous items, repair or replacement of vehicle parts and spare parts with filters, machinery and equipment repair, furniture repair and other store items. The estimated cost is Rs. 4.96 million and bid security is 2% amounting to Rs. 99,200, to be submitted as CDR, Bank Guarantee, Demand Draft or Pay Order from a scheduled bank in favour of the DSP/District Officer CTD Bahawalnagar. Original bid security must be submitted before the e-bid submission deadline in an envelope clearly marked with the bidding document number and title. Single Stage-Two Envelope bidding will be followed under Punjab Procurement Rules 2014, with technical samples, brochures or catalogues mandatory for each item. Technical and financial bids inclusive of all taxes must be submitted online through the EPADS/e-Procurement system. Income Tax and Sales Tax registration certificates and other required documents must accompany technical bids. The contract will be awarded to successful bidders on the basis of the lowest rate offered for highest quality items. A performance guarantee of 5% of the total contract value is required after acceptance, repeat orders may not exceed 15% of the original procurement, and bid validity extends until June 30, 2027.
