Annual Framework Electrical Accessories Lighting Systems Lahore Tender Notice

Horticulture Agency, Lahore invites electronic bids from reputable and financially sound general order suppliers, distributors and importers registered with the relevant tax departments for an annual framework contract for provision of electrical accessories for lighting systems at different sites throughout Lahore for financial year 2026-2027. The estimated cost is PKR 40,851,128 and bid security is PKR 817,100. The procurement will be conducted through open competitive bidding under Punjab Procurement Rules 2014, as amended, using the Single Stage-Single Envelope procedure. Item-wise lowest rates will be accepted through Punjab e-Procurement System. Interested bidders must register on the e-Procurement system before participation. Bidding documents containing terms, conditions, requirements and specifications are available online through the PPRA and Punjab e-Procurement websites. Electronic bids must be submitted by 16 November 2026 at 01:00 PM and will be opened on the same day at 01:30 PM. Bid security must be submitted digitally. The successful bidder must furnish performance security equivalent to 5% of the quoted amount from a scheduled bank at the time of award and before signing the contract. The security will be released after successful completion of the work, while failure to deposit it will result in forfeiture. Firms must possess valid Pakistan Engineering Council licences carrying electrical codes EE04, EE06 and EE11(vi), valid FBR Income Tax registration, valid Punjab Revenue Authority registration and a notarized e-stamp-paper affidavit confirming that the firm has not been blacklisted by Horticulture Agency Lahore or PPRA. Firms must also demonstrate execution of similar works aggregating at least PKR 20 million during the preceding two years; individual works costing less than PKR 2 million will not count towards this threshold. Each of the stated eligibility and documentation criteria is mandatory, and missing documents will render a proposal non-responsive. The procurement will be governed by Punjab Procurement Rules 2014 and applicable amendments. The response period will be calculated from publication of the advertisement on the PPRA website.
