General procurement for the year 2026-2027 up to 30 June 2027 with an estimated cost of Rs. 35 million including stationery, computer stationery, printing, hot and cold weather items, conference and seminar items, periodical books, advertisement and publicity, POL lubricants and oil filters, transport repair and purchase items, building repairs, fairs and exhibitions, sports items, training aids, tents and tarpaulins, ordnance store items, machinery and furniture purchase and repair, computer hardware, hardware and equipment, medicines, other store items and IT equipment. Sealed e-bids are invited from firms registered with GST, Income Tax Departments and E-PADS. Procurement shall be conducted through Single Stage Two Envelope procedure under Rule 38(2)(a) of Punjab Procurement Rules 2014. Technical and financial proposals shall be submitted separately. Mandatory samples, catalogues, specifications and earnest money shall accompany technical proposals. Technical bids shall be opened on the scheduled date while financial proposals of technically qualified bidders shall be opened later. Bid security equal to 3% of the estimated cost shall be submitted through CDR or Bank Draft and successful bidders shall provide a performance guarantee equal to 5% of the contract value. An affidavit confirming the firm has never been blacklisted is mandatory. The procuring agency reserves the right to reject all bids under PPRA Rule 35.
